This presentation explores the concepts of blending and braiding of federal education funds. It opens with an explanation of the concepts. Following will be examples of both. After the examples, the presentation focuses on the required legal authorities and then is a practical guide as to how the process works.

Bonnie Little Graham is a Partner at the firm of Brustein and Manasevit, PLLC.  Ms. Graham works with federal education grantees and subgrantees on fiscal and programmatic issues including adverse audit and program review determinations, false claims act investigations, and questions under the Uniform Grants Guidance.  She works with clients on the requirements of the Individuals with Disabilities Education Act (IDEA), the Elementary and Secondary Education Act (ESEA), and Title IV of the Higher Education Act.
