Public Comment Period Extended: U.S. Department of Education releases draft Title I within-district guidance for public comment

The Department realizes that due to the extended school closures over the past month due to the national emergency caused the novel coronavirus, COVID-19, you are dealing with many competing, time-sensitive demands. As a result, we have extended the period for providing comments on this guidance document for an additional two weeks, to Friday, April 24. Please submit substantive comments about the content of the draft, including any additional topics you would like to see included, to OESE.Feedback@ed.gov.

Dear colleagues,

 

This afternoon, the Department released a draft guidance document, Within-District Allocations Under Title I, Part A of the Elementary and Secondary Education Act of 1965, as Amended by the Every Student Succeeds Act, for public comment for 30 days.

 

This document combines existing information on within-district Title I, Part A allocations (that currently exists in multiple places) to make the information easier for States, LEAs, and other stakeholders to access and use. It also updates the information to be consistent with the requirements in the ESEA, as amended by the Every Student Succeeds Act, identifying the requirements and flexibilities that the ESEA provides. This document is posted for stakeholder review and comment through April 10, 2020.

 

We ask that you refrain from providing line-edits of the document. Instead, please submit substantive comments about the content of the draft, including any additional topics you would like to see included, to OESE.Feedback@ed.gov. About the Author

Patrick Rooney is the Director of two offices--Evidence-Based Practices Assessment and Accountability and School Support and Accountability within ED’s Office of Elementary and Secondary Education. Before this recent appointment, Mr. Rooney was the Deputy Director of the Office of State Support.  Prior to joining the Office of State Support, Mr. Rooney worked in the Implementation and Support Unit, where he helped lead the work of the Reform Support Network, providing technical assistance to states implementing comprehensive Race to the Top reforms, and the Race to the Top Assessment program, which provided grants to groups of states to develop new assessments aligned to state’s college- and career-ready standards. Mr. Rooney also worked in the DC Office of State Superintendent of Education, where he was a senior policy advisor and worked on a wide variety of K-12 issues in the District of Columbia.
