A Three-Phased Approach to Improvement: Driving Improved Outcomes in Special Education

While all districts strive for equitable, and accessible programmatic instruction for Students with Disabilities (SWDs), navigating challenges and resource allocation is complex. The changing needs of SWDs, influx of referrals, behavioral priorities, multiple district initiatives, and staff retention make this task more daunting than ever. Hear from one Colorado district who utilized a comprehensive diagnostic process leading to an improvement plan to bolster MTSS processes, staff allocations, data-driven IEPs, instructional support tailored to a continuum of disabilities, and effective monitoring practices. Teams used these insights as the jumping off point for identifying key priorities and crucial actions to launch a targeted scope of professional learning support for educators across the district. Jessica Kalb is the Executive Director of Academic Services in Colorado's second-largest rural school district. With a Doctorate in Organizational Leadership and 23 years of experience in education, she focuses on enhancing school and district performance through data analysis and a comprehensive understanding of organizational dynamics. Jessica oversees a variety of programs, including special education, language acquisition, and college readiness. Under her leadership in Montrose, CO, she has secured substantial grants for initiatives related to student wellness, bullying prevention, family engagement for underserved and at-risk populations, and internet connectivity for rural households. Her efforts reflect a deep commitment to creating a supportive, equitable and effective learning environment for all students and staff.
