Conducting Comprehensive Needs Assessments and Root Cause Analyses to Inform Improvement
Utah's new State System of Support guidance documents and tools (handbook) that leaders of Local Education Agencies (LEAs), State Education Agencies (SEAs) and schools can use or adapt to meet comprehensive needs assessment requirements of the Every Student Succeeds Act (ESSA) will be shared. The Four Domains of Rapid School Improvement provides the framework for Utah's System of Support process. Rubrics for each Domain include multiple indicators/descriptions of practice in that Domain at four levels. Those conducting the needs assessment gather quantitative and qualitative data to inform ratings on each indicator. Rubrics and tools for collecting and analyzing data will be shared. Participants will be led through Utah's step-by-step processes for assessing and prioritizing needs and conducting root cause analyses. These lead to the creation of a comprehensive school improvement plan that is directly linked to and based on the comprehensive needs assessment, as required by ESSA.
