Changing Perspective on Oversight: the SEA, LEA Partnership Approach

In this presentation, we will discuss the shift in focus of Washington state’s oversight of ESEA programs from a compliance-based monitoring system to a continuum of oversight with a partnership approach and student outcome focus. We will discuss how we moved from a limited one-time monitoring visit every few years to an inclusive, all-encompassing process of oversight that includes everything from application review to guidance document preparation. We’ll also discuss how we changed the approach from a compliance-based, “audit” style review to a partnership focusing on student outcomes. This includes a re-designed application and a complete three-tiered program review process to meet the needs of the LEAs. All this while complying with the federal and state oversight requirements. Using this approach, we seek to build relationships of trust between the SEA and the LEAs leading to a more cooperative effort to support the student and create the possibilities.
