During this session, the Department will discuss the equitable services guidance based on the November 2016 non-regulatory guidance on fiscal changes and equitable services requirements under the ESSA. The session will highlight key new requirements in ESSA, such as the ombudsman, obligation of funds, and notice of allocations, as well as changes to existing requirements, including consultation and allocation of funds for equitable services.

Michael Anderson

Michael Anderson is an attorney in the Office of the General Counsel at the U.S. Department of Education.  He provides legal advice on a number of Federal education programs, including Title I, Part A of the Elementary and Secondary Education Act.
Isadora Binder

Isadora Binder is a Management and Program Analyst with the U.S. Department of Education’s Office of Non-Public Education. She works on equitable services with a focus on Title I, Part A.
Todd Stephenson

Todd Stephenson is a Management and Program Analyst with the U.S. Department of Education’s Office of Elementary and Secondary Education, Office of State Support.  He works with different aspects of the Title I, Part A program, including equitable services.
