The Future Is Now: The Real ESEA Reauthorization

This session will discuss the "possible"Every Student Succeeds Act (ESSA) reauthorization of the Elementary and Secondary Education Act (ESEA), and discuss how the current (and past) ESEA reauthorizations can provide you with a deeper understanding of the possibilities and benefits under Title I of the ESEA (Note:  at the time the program went to the printer, the reauthorization was in "conference"). In addition, the presenters will explore how States, districts, and schools can effectively leverage their local, State, and Federal funds in schoolwide programs in order to promote school improvement and improve student achievement.

Kay Rigling

Kay Rigling is the Deputy Assistant General Counsel for the Division of Elementary, Secondary, Adult and Vocational Education. She has worked in that division since 1979.
Philip H. Rosenfelt

He has worked as an attorney in the Office of the General Counsel at the Department of Education and its predecessor, the Department of Health, Education, & Welfare, since 1971. He has received various awards for his Federal service, including Senior Executive Service Awards.
