Managing Teacher Leadership for School Improvement

Teacher leadership (TL) is a strategy used by states and districts to address teaching and learning challenges, promote sustainable school improvement, support better outcomes for students, and retain teachers by recognizing and reinforcing the role of teacher leaders in school improvement. This is what motivated the West Virginia Department of Education to develop its framework to help build districts’ capacity to develop effective TL programs. This workshop explores reasons to focus on TL, identifies common barriers to effective implementation, and invites participants to practice designing a TL role aligned to a teaching or learning challenge. Activities align with tasks developed for the free Managing Teacher Leadership learning modules the Region 5 Comprehensive Center developed in partnership with the WV Department of Education and are designed to strengthen leaders’ capacity to carefully and deliberately design effective TL programs in their state, district, or building.

Speakers
Matthew Finster, Ph.D.

Matthew Finster is a state co-lead with the Region 5 Comprehensive Center and has more than 15 years of experience in education and educational policy research as a senior study director at Westat. He has provided technical assistance to U.S. Department of Education grantees in the area of strategic management of human capital, including teacher recruitment, induction, performance management, and compensation. He co-developed the resource Managing Teacher Leadership with Amy Lamitie, as part of the ongoing support they provide to the West Virginia Department of Education.

Carla Warren, Ed.D.

Carla Warren, Ed. D., NBCT, is the former Officer for the Division of Educator Development & Support Services at the West Virginia Department of Education and led multiple educator workforce initiatives. She developed the state’s Teacher Leader Framework to assist county school systems to codify their teacher leadership practices. She was instrumental in designing and implementing the WV Grow Your Own Teacher Pathway and in securing Department of Labor funds to develop a teacher apprenticeship program in the state. She is a tireless advocate for educators in her state.

Amy Lamitie

Amy Lamitie is a state co-lead and subject-matter expert with the Region 5 Comprehensive Center and has 25 years of experience in education. She has served as a school building leader, supported educational reform initiatives for a state education agency, and planned and designed teacher leadership events on behalf of the U.S. Department of Education. She co-developed the resource Managing Teacher Leadership with Matthew Finster, Ph.D., as part of the ongoing support they provide to the West Virginia Department of Education.
