


When students with disabilities experience homelessness or are placed in foster care, multiple federal laws inform the services and supports and must be coordinated to be effective in serving these students. This session will provide an overview of the Education for Homeless Children and Youth (EHCY) program in the McKinney-Vento Act and the Title I, Part A requirements for students in foster care and the key points of intersection with the Individuals with Disabilities Education Act. National efforts and Virginia's work to connect and collaborate across these programs will be discussed along with providing a roadmap for others to explore opportunities to improve collaboration at the state and local level.

Patricia Popp has spent 28 years working in the office of the state coordinator for the education of homeless children and youth; was past president of NAEHCY; has 13 years of experience working on educational stability of students in foster care; 10 years as a teacher for students with disabilities; was past president of the Virginia Council for Learning Disabilities; holds a B.S. in elementary and Special Education; a M.Ed. in Learning Disabilities; and a Ph.D. in Educational Policy, Planning, and Leadership with an emphasis in Special Education.
