Uniform Grant Guidance Changes and Updates
The Uniform Grants Guidance (UGG) applies to the administration of all federal education programs. The Office of Management and Budget will be updating the UGG and their Notice of Proposed Rulemaking was released in 2023 with the hope of final updates by the end of 2023. This session will review the proposed (or final) updates to the UGG, discuss how they impact the Education Department General Administrative Regulations, address applicable timeframes and provide recommendations on best practices to be in compliance.

Tiffany Kesslar
Tiffany Kesslar is a Partner at The Bruman Group, PLLC. Ms., Kesslar conducts trainings, mock monitoring visits and provides technical assistance on compliance with federal education programs including the Every Student Succeeds Act. Ms.Kesslar also actively represents clients in the resolution of adverse audit findings and compliance under the Office of Management and Budget’s Uniform Grants Guidance and the Education Department General Administrative Regulations. Ms. Kesslar serves as a co-chair on the American Bar Association, Public Contract Law Section, Grant Law Committee. Ms. Kesslar is a Certified Grants Management Specialist and the 2023 recipient of the National Grants Management Association's Impact Award- Private Sector for her contributions to the grants community. Ms. Kesslar has been an education lawyer and consultant for over 17 years, working for state educational agencies, school districts and other organizations on federal education compliance since she began her career. She has successfully litigated administrative appeals and due process cases before various tribunals.
