For 15 years, Joanne Cashman was the Director of the IDEA Partnership, the project that produced Leading by Convening.  Cashman helped pioneer Communities of Practice (CoPs) in education to affiliate states, organizations, and technical assistance investments in the areas of transition and behavioral health. The national CoPs informed the emphasis on stakeholder engagement in the Results-Driven Accountability and State Systemic Improvement Plan.
