Young-chan has had 10 years of experience working with Title I school districts, Title I schools, and economically disadvantaged parents and families. During a three-month period in 2018, Young-chan spearheaded the development of Maryland’s 2018-2019 Title I, Part A Application and Tools that includes the new provisions moved from Title III to Title I under ESSA. This work involved 50 State and local Title I staff. Additionally, Young-chan worked closely with Title III Specialists to ensure that the new requirements under Title III regarding English Learners are embedded in the Application, Guidance document, and the monitoring tool.
