Mr. Rosenthal, an attorney, is widely recognized as one of the foremost legal experts in the country regarding the rights of immigrant children and English Learners in the public schools. He is also considered the foremost legal expert regarding the Title I, Part C Migrant Education Program, outside of government, in the United States. He served a two year term as co-chair of the national Hispanic Education Coalition. He has dedicated his career to access to education and ensuring an opportunity to learn for all students.
