Terry Richard currently serves as the Title III and Title I, C Director at Delaware Department of Education and has more than 25 years educational experience related to ELs. She is past president of the National Council of State Title III Directors, a member of the WIDA Executive and Resarch Committees, National Association of State Directors of Migrant Education Board Member, Delaware Hispanic Commission Education Subcommittee Chair, Delaware Migrant Seasonal and Agricultural Worker Council Chair, and former Interstate Migrant Educaition Council Board Member. Terry's professional educator history includes international teaching in Honduras.
