As Director of Michigan’s Office of Preschool and Out-of-School Time Learning, Richard manages the state’s work in support of out-of-school time programs (i.e., before- and after-school, summers, vacations, and weekends) for K-12 students. He leads Michigan’s Summer Learning Network, which includes representation from regional education agencies, districts, community-based organizations, and foundations, to expand access to high-quality summer learning and enrichment opportunities for the state’s students.
